    Introduction

    Julianne is a popular junior barrister whose busy practice covers many of Chambers’ core areas of work. She is particularly active in Public Law and Human Rights, Competition and Regulatory, Data Protection and Freedom of Information, as well as a number of areas of European law. Julianne’s practice involves a mixture of led work, in which she has significant experience of complex and high profile litigation, as well as a substantial amount of work in her own right as sole barrister and advocate. Julianne acts before a range of Courts and Tribunals for clients including multinational corporations, governmental and public bodies and private individuals.

      Julianne advises and represents private clients and regulators across the full spectrum of Competition and EU law.

      Cases

      Current and recent cases include:

      • Dixons v MasterCard: acting for Dixons in relation to private enforcement actions in the Competition Appeal Tribunal and the High Court.
      • Lafarge Tarmac v Competition and Markets Authority: acting for the CMA in relation to the on-going appeal against the Competition Commission’s aggregates, cement and ready mix concrete investigation.
      • Bord na Mona v BPI: acted for the defendant in a private enforcement action.
      • British Aggregates Association v HM Treasury : State aid challenge to the aggregates levy on-going in the High Court, Court of Appeal and before the European Commission.
      • Testbiotech & Others v Commission (UK and Monsanto intervening) (pending): acting for the applicants in an application for judicial review under the Aarhus Regulation against the Commission’s failure to review an authorisation of a genetically modified crop.
      • BT v Ofcom and Talk Talk v Ofcom: acted for BT in relation to appeals against the  LLU and WLR Control decision, 2012.
      • Dr Reddy’s Laboratories (UK) Ltd v Another v Warner-Lambert Company LLC  [2012] and Eu. L.R. 747 [2013] Bus. L.R. 612:  EU law challenge to a paediatric extension of an EU patent.
      • Advised the Competition Commission in relation to its Pay TV Movies investigation.
      • R. (on the application of Minister for Economic Development of Jersey) v Revenue and Customs Commissioners R. (on the application of Guernsey) v HM Treasury [2012] EWHC 718 (Admin): acted for the interveners in this high profile case involving an application for judicial review of planned primary legislation removing a vat relief from the Channel Islands on the basis that it was contrary to EU law.
    • Information law

      Julianne represents requestors, the Information Commissioner and public authority clients in the Tribunal in relation to FOIA and EIR cases and in the Courts in relation to DPA and FOIA/EIR related cases. She regularly advises in relation to Information law issues.

      Current and recent cases include:

      • Kololo v the Commissioner of the Police of the Metropolis: acting for Mr Kololo who is on death row in Kenya in relation to his DPA claim against the Metropolitan Police. The Met was ordered to disclose the information in [2015] EWHC 600(QB).
      • Browning v DBIS and Information Commissioner  [2014] EWCA Civ 1050: acted for DBIS in relation an appeal in the Court of Appeal on use of closed evidence in information tribunals.
      • R(Evans) v Attorney General: acting for the Campaign for Freedom of Information on an application to intervene in the Supreme Court proceedings in this case.
      • R(Thornton) and Information Commissioner v Secretary of State for Transport: acting for the Claimant in relation to an application for judicial review of the Secretary of State’s decision to veto the Commissioner’s decision notice requiring disclosure of information on HS2.
      • Reprieve v the Information Commissioner: acting for Reprieve in its appeal concerning information about the application of the FCO’s policy on Overseas Security and Justice Guidance to the Government’s decision to provide financial and other assistance to Pakistan for its counter-narcotics efforts
      • Trushin v National Crime Agency: acting for the claimant in  claim in the High Court under the DPA in relation to the NCA’s processing of personal data as the National Central Bureau for INTERPOL.
      • Montague v Information Commissioner and Board of Trustees of the Tate Galleries  (EA/2014/0070, 0071 & 0040): acted for the requester (Request Initiative and Platform) in relation to three joined appeals concerning information about  the sponsorship relationship between BP plc and Tate. The Tribunal ordered the disclosure of the vast majority of the withheld information.
      • Southwark and Lend Lease v Information Commissioner and Glasspool (EA/2013/0162): acting for the requester in an appeal brought by the authority in relation to information concerning a viability assessment of the major redevelopment which required the demolition of the Heygate Estate (Aarhus Convention rights).
      • Moorhouse v Information Commissioner and DBIS (EA/2012/01578): acted for the public authority in relation to an appeal seeking information on government providing Huntington Life Sciences with access to financial services.
      • Sheaff v Information Commissioner: acted for the Information Commissioner  in relation to an appeal about information concerning an investigation by a Primary Care Trust of allegations against an employee (acting for the Information Commissioner.
    • Public law & human rights

      Julianne regularly acts in Public law and Human Rights cases before the domestic courts and the European Courts.

      Prior to joining Chambers, Julianne obtained a wide variety of experience in the fields of public law and human rights, including:

      • Leading human rights law training project in Sri Lanka for 3 months in the summer of 2010 on a project ran by the UN Office for the High Commissioner for Human Rights.
      • Interning at various NGOs such as Lawyers for Human Rights in South Africa and the Kurdish Human Rights Project .
      • Whilst at Harvard, Julianne worked at the International Human Rights Clinic on the report Crimes in Burma, which she presented at a staff briefing in the United States congress. She was also part of the team working on Alien Tort Statute cases against major corporations.

      Recent cases and advisory work include:

      • RMT v Department for Transport: acted for the Department in the successful resistance of an application for judicial review against the Department’s consultation on the East Coast franchise and the awarding of direct awards on other franchises.
      • Acting for a number of journalists in applications to the European Court of Human Rights (working with MLDI).
      • Acting for the applicant in Naftogaz v Ukraine which is pending before the European Court of Human Rights.
      • R(Evans) v Attorney General: acting for the Campaign for Freedom of Information on an application to intervene in the Supreme Court proceedings in this case.
      • R(Thornton) and Information Commissioner v Secretary of State for Transport: acting for the Claimant in relation to an application for judicial review of the Secretary of State’s decision to veto the Commissioner’s decision notice requiring disclosure of information on HS2.
      • Acting for the Cabinet Office in relation to a judicial review against the application of its Strategic Supplier Management Policy.
      • Acting for a victim of trafficking  (and her children) in relation to an application for judicial review of the Local Authorities provision of housing and other services.
      • Acted for the Department of Transport in relation to the application for judicial review against the granting of the West Coast Franchise to First Group.

      • Vestey v Ministry of Defence (2014): acted for the Claimant in relation to this major procurement challenge.
      • Advised on a potential procurement challenge in relation to the granting of a contract under a framework agreement – the Council withdrew the decision.
      • Acting for the Cabinet Office in relation to a judicial review against the application of its Strategic Supplier Management Policy.
      • Acted for the Department of Transport in relation to the application for judicial review against the granting of the West Coast Franchise to First Group

      Julianne obtained a first class degree in Law with Advanced Studies from UCL (2004-2008), and she was first in her year. She was awarded a number of prizes during her undergraduate studies, including the Andrew’s Medal for being the top finalist in law at University College of London (2008), the Sweet & Maxwell prize for excellence in overall degree performance (2008); and prizes for her academic performance in each year of her degree.

      Julianne then studied at Harvard Law School where she obtained an LL.M with a concentration in International Human Rights (2008-2009).  Julianne was awarded a Queen Mother’s Scholarship by the Middle Temple to study the BVC, and, accordingly, in 2009 to 2010 Julianne completed that course at BPP. Alongside her studies at BPP, Julianne was a tutor of public law and human rights at UCL.
