    Introduction

    Reuben has a busy practice in Chambers’ core areas, including administrative and public law, human rights law, and competition law. He also has a keen interest in animal rights law.

    Reuben has a first-class law degree from the University of Cambridge, and a Bachelor of Civil Law post-graduate degree (distinction) from the University of Oxford. Before joining Chambers, he was the assistant company secretary at Oxford Mutual Aid during the COVID-19 pandemic and volunteered for the Free Representation Unit.

    • Public law & human rights

      Reuben accepts instructions in all areas of public law and human rights law (including private law claims against public authorities), and works as both sole counsel and junior counsel.

      Cases

      His recent work includes:

      • Acting as junior counsel in a long-running challenge against the Secretary of State for the Home Department, concerning: (i) a notice imposed by the Secretary of State under the Terrorism Prevention and Investigation Measures Act 2011; and (ii) an alleged breach of the Secretary of State’s duty of candour.
      • Acting for claimants in a number of housing and / or social care cases, including:
        • Sole counsel in an emergency challenge under the Care Act 2014 to a decision to render a man with HIV and kidney failure street homeless.
        • Sole counsel in a challenge (under the Equality Act 2010 and Part VI of the Housing Act 1996) to a long-standing failure to rehouse a disabled family, where the accommodation posed a threat to the life of one of the children.
        • Junior counsel for a survivor of serious sexual assault in a challenge against a local authority in respect of long-standing breaches of the Children Act 1989 and Parts VI and VII of the Housing Act 1996.
        • Regularly advising clients in respect of potential challenges to local authorities under the Housing Act 1996 and Children Act 1989.
      • Acting as junior counsel on behalf of an animal rights charity in an on-going judicial review against the Home Office under the Human Rights Act 1998.
      • Acting as sole counsel for successful appellants in the First-Tier Tribunal in both social security law and education law contexts.
      • Providing advice in all areas of public law, including:
        • Advising an environmental charity on a dispute with a local authority under the Local Government Act 1972.
        • Advising a child in respect of a potential claim for damages under the Human Rights Act 1998 following a local authority’s breach of the Children Act 1989.
        • Advising on multiple challenges under the Human Rights Act 1998 in the context of social security law.

      During pupillage, he assisted on a wide range of public law and human rights law matters, including:

      • A judicial review of a deprivation of citizenship decision in the Special Immigration Appeals Commission.
      • A judicial review of a refusal to grant assistance under the Afghan Relocations and Assistance Policy.
      • A judicial review of a housing allocation scheme, alleging discrimination under both the Equality Act 2010 and Article 14 ECHR.
      • Advising on the merits and quantum of a false imprisonment and Article 8 ECHR damages claim in the immigration context.
      • Advising on the merits of a challenge to the Illegal Migration Act 2023.
    • Competition & regulatory

      Reuben accepts instructions in competition law and regulatory matters. He has been instructed as junior counsel in two high-profile competition matters.

      Cases

      His recent work includes:

      • Merchant Interchange Fee Umbrella Proceedings. Junior counsel for the Merchant Claimants in Trial 2A (concerning merchant pass-on), and for the Merchant Claimants and the CICC Class Representatives in Trial 2B (concerning acquirer pass-on) (see press).
      • Bulk Mail v IDS (formerly Royal Mail). Junior counsel for the class representative, including in the class representative’s successful Collective Proceedings Order application (see press).
      • Acting as sole counsel in a successful High Court strike out application against a claim brought under Articles 101 and 102 TFEU and Chapters I and II of the Competition Act 1998.
      • Acting as sole counsel in a novel County Court case concerning jurisdiction and the Competition Act 1998.

      During pupillage, he assisted on a wide range of competition law and regulatory matters, including:

      • A standalone carriage dispute.
      • Advising a litigation funder on the merits of pursuing a collective proceedings order in a niche market.
      • Advising a foreign competition authority in respect of its merger regime.
      • Advising the Competition and Markets Authority and the Gas and Electricity Markets Authority.
      • A hearing involving remedies following appeals under Section 192 of the Communications Act 2003.
      • Research concerning security duties under Communications Act 2003.
    • European and EU-UK relations law

      Reuben accepts instructions on all matters of EU law (and retained EU law), particularly in respect of the rights of EU nationals currently present in the UK.

      Cases

      His recent work includes:

      • Regularly advising on the interpretation of the EU-UK Withdrawal Agreement and its inter-relationship with domestic immigration law. Reuben has also given a seminar on this topic in the context of social security and housing benefits.
      • Advising a charity in respect of a potential judicial review against the EU Commission under Article 263 TFEU.
      • Advising an independent publisher in respect of their rights under the Charter of Fundamental Rights in the context of press freedoms.

      During pupillage, he assisted on a number of EU law matters including:

      • Research into the UK’s implementation of the Renewable Energy Directive and the ILUC Directive.
      • Research into the Court of Justice’s referral back procedure and the scope of the Court’s jurisdiction.
    • Data protection & information rights

      Reuben accepts instructions in data protection and information rights matters.

      Cases

      His recent work includes:

      • Acting as sole counsel for the ICO in multiple First-Tier Tribunal cases, including Soil Association Certification Ltd v Information Commissioner, in which the Tribunal agreed with the Information Commissioner that the appellant was a public authority under the Environmental Information Regulations 2004.
      • Acting as junior counsel at the First-tier Tribunal and Upper Tribunal in an on-going appeal by an animal rights charity against an ICO decision on the basis that the decision breached Article 10 ECHR.

      During pupillage, he assisted on a number of data protection and information rights matters, including:

      • Advising on the merits and quantum in relation to a breach of Article 8 ECHR and/or the Data Protection Act 2018.
      • A particulars of claim in relation to breach of Data Protection Act 1998 / GDPR, and misuse of private information.
      • Research on the applicability of Section 40 of the Freedom of Information Act 2000 to information regarding legal fees.
    • Commercial

      Reuben accepts instructions in commercial matters.

      Cases

      His recent work includes:

      • Acting as sole counsel in multiple county court cases.
      • Advice as junior counsel on a contractual dispute (with elements of procurement law) between a commercial entity and an NHS Trust.

      During pupillage, he assisted on a number of commercial matters, including:

      • A case involving res judicata and jurisdictional issues at common law and under the Lugano Convention, as well as the relationship between Article 6 ECHR and the doctrine of res judicata.
      • A case involving whether a particular commercial arrangement fell within Regulation 2(1) of the Commercial Agents (Council Directive) Regulations 1993.
