Reuben accepts instructions in all areas of public law and human rights law, and is happy to work as either sole counsel or junior counsel.
Cases
His recent work includes:
- Acting as sole counsel for the claimants in judicial reviews against local authorities, including:
- An emergency challenge under the Care Act 2014 to a decision to make a man with HIV and kidney failure street homeless.
- A challenge under the Housing Act 1996 and the Equality Act 2010, to a long-standing failure to rehouse a disabled family, where the family’s present accommodation posed a threat to the life of one of the children.
- Acting as sole counsel for successful appellants in the First-Tier Tribunal (Social Entitlement Chamber) and First-Tier Tribunal (Health, Education and Social Care Chamber), in respect of decisions concerning: (i) entitlement to social security benefits; and (ii) Education, Health and Care Plans.
- Acting as junior counsel on behalf of a charity in an on-going judicial review under the Human Rights Act 1998 in respect of a decision of the Home Office.
- Acting as junior counsel on behalf of a survivor of serious sexual assault in an on-going challenge against a local authority in respect of long-standing failures to comply with the Housing Act 1996 and the Children Act 1989.
- Providing advice in all areas of public law, including:
- Advice for a charity on a dispute with a local authority under the Local Government Act 1972.
- Advice on a challenge to a local authority under the Housing Act 1996.
- Advice to a journalist in respect of their rights under the Human Rights Act 1998 and the Charter of Fundamental Rights of the European Union.
- Advice on multiple challenges under the Human Rights Act 1998 in the context of social security law.
Reuben also has a keen interest in the rights of EU nationals under the UK-EU Withdrawal Agreement, and has given a seminar on this topic in the context of entitlement to social security and housing benefits.
During pupillage, he assisted on a wide range of public law and human rights law matters, including:
- A judicial review of a deprivation of citizenship decision in the Special Immigration Appeals Commission.
- A judicial review of a refusal to grant assistance under the Afghan Relocations and Assistance Policy.
- A judicial review of a housing allocation scheme, alleging discrimination under both the Equality Act 2010 and Article 14 ECHR.
- Advice on merits and quantum for a false imprisonment claim and Article 8 ECHR damages claim in the immigration context.
