SUMMARY:International and EU legal cooperation – a menu of ideas for the
 practitioner to consider
DESCRIPTION:In a legal environment where governments and private entities a
re increasingly subject to international and EU legal obligations\, a lega
l practitioner must be able not only to advise on the applicable law but a
lso on the way to get things done.\n\nThe text books cover the law. This l
ecture is intended to cover the “lore” of legal practice\, as much as
the “law”. It will consider a number of thematic  areas that a practi
tioner may  encounter . In that context\, it  will offer a menu of ideas
for handling the issues that inevitably crop up in a negotiation and in o
 ther forms of international/EU engagement.\n\nChristopher Muttukumaru CB\,

sive exposure to EU Law and International Law issues. He is vice chair of
the City Law School Advisory Board and a Bencher of Gray’s Inn.\n\nMs.Li

SUMMARY:Global Law Summit
DESCRIPTION:Michael Bowsher QC will be speaking at the Global Law Summit on
24th February.\n\nMichael will be speaking at the breakfast session on L
aw as a Driver for Integrity and Development in Government Procurement.\n\
nSession Details\n\nIn order to meet its social and economic goals\, the s
tate must not only promote the creation of resources and raise funds from
those resources.  The state must then ensure that those resources are use
d in a manner that efficiently and effectively develops its social and pol
itical goals\, while also ensuring that there is protection against the in
evitable threats that those resources will squandered\, misused or diverte
 d.   An effective procurement law system must provide for appropriate de
velopment\, yet also maintain standards of integrity.\n\nThis session will
consider the diverse approaches taken in worldwide procurement regulation
in balancing the promotion of integrity in public purchasing with the sta
te’s social and other goals.\n\nThe session will look at the worldwide c
hallenges and compare the effects of regulatory achievements and failings
in jurisdictions that have had procurement regimes for some time (such as
the US and EU) with areas where procurement regulation is newer and perhap
s more innovative.  A comparison with the UK experience will then be draw
 n.  The UK had little tradition of procurement regulation until accession
to the EU and the speakers will consider how this regulatory environment
was integrated into the legal order\, and how far it has affected the stan
dards of public procurement.  The speakers from each of the home UK Bars
will look in particular at the effect of the judicial system upon public e
xpenditure and the legality of that expenditure.\n\nSpeakers:\n\n Profess

people’s voices are heard?\n\nThe training will be delivered by Ian Wise

rectories as specialists in adult social care. They acted together for the
Claimant in R (KM) v Cambridgeshire CC\, the first time that the Supreme

SUMMARY:The Red Tape Challenge facing the UK\, the EU and its institutions:
The Policy and law behind Better (also known as Smart) Regulation
DESCRIPTION:This is the second in an occasional  series of lectures by Chr
istopher Muttukumaru CB\, formerly General Counsel to the UK Department fo
r Transport and now a barrister at Monckton Chambers\, and by Lianne Moold
ijk\, a senior lawyer and head of Smart (or Better) Regulation at the Dutc
h Ministry of Infrastructure and Environment.\n\nHow should our government
s and the EU institutions strike the right balance between\, on the one ha
nd\,  unfettered activity by businesses and individuals and\, on the othe
r hand\,  the need to protect wider interests\, such as the security and
safety of citizens and  consumer and environmental interests?\n\nAt the h
ighest political level\, the Member States and the European institutions h
ave become increasingly focused on the need to regulate businesses in a pr
oportionate and targeted way in order to drive economic growth. The prese
ntations on 23 March will focus on the legal and policy measures that have
been adopted in the UK and the Netherlands\, as well as by the EU itself.
\n\nThe issue of overregulation by the EU is also likely to be a major con
cern during the forthcoming UK parliamentary elections. The presentations
will provide a useful evidence base to enable attendees to sift fact from
fiction.\n\nThe lecture will be followed by a drinks reception.

SUMMARY:The WorldECR Export Controls and Sanctions forum
DESCRIPTION:Philip Moser QC will be speaking on the topic "Designation ch
allenges in the EU Courts" at the WorldECR Export Controls and Sanctions
 forum\, taking place in Washington\, DC\, on 21 - 22 September 2015.\n\n
"Recent years have seen a major escalation in the number of individuals an
d entities designated by the European Union under sanctions (‘restrictiv
e measures’ – to use the EU term of art) pertaining to Iran\, Syria\,
Russia\, Belarus and other countries as well as terrorist organisations\,
both under UN sanctions regimes and the EU’s own sanctions policy. As a
result\, the EU courts have been almost besieged by entities and individua
ls (among them\, Iranian banks Bank Mellat and Saderat\, the Iranian Natio
nal Oil Company\, several Russian entities and a Belarus sports team) chal
lenging those designations or listings and often finding the courts favour
able to their suits.\n\nThese cases have raised intriguing issues about th
e right balance between security considerations and legal procedure and pr
inciple – and the use of evidence – and have frequently challenged the
listing authorities to revisit the grounds on which they base their cases
.\n\nIn his presentation\, Philip Moser QC of London’s Monckton Chambers
\, who has acted on behalf of plaintiffs in several leading sanctions case
s including Abdulrahim v Council &amp\; Commission (resulting in the plain
tiff successfully having his listing as a person associated with Al-Qaida
annulled) will discuss some of the lessons emerging from such challenges."
