 h will look at the Public Contracts Regulations 2015 which came into force
  on 26 February 2015 and the implementation of new rules for the utilities
  sector and regulation of concession procurements\, which will follow duri
 ng the course of the year.\n\nProcurements commencing on or after 26 Febru
 ary face new choices in terms of the procedure they choose to follow\, and
  new flexibilities including broader in-house rules\, a new light touch re
 gime and relaxed rules for those using dynamic purchasing systems. There w
 ill also be challenges in terms of actively promoting best practice\, and
